Guys, I'm sure this problem because some of windows start up files are missing, I tried to repair the windows I used chkdsk/r, fixboot & fixbmr, but still the same problem.

any idea how can I get those files back to the same case for 1st booting with restoring or formatting ?

Try running a repair install by booting from the XP CD-ROM.

I did that from the original XP CD, I used many command: chkdsk, chkdsk/f chkdsk/r, fixboot, fixbmr ... etc but still the same problem
I want to find solution because I'm always facing this problem on many PCs which force me to reformat them.

No, I meant a repair install. Just follow the instructions to install Windows, and 'install' it in the Windows directory already on the computer. This will replace all core Windows files.
