Well, firstly go into Task Manager, kill the explorer.exe process then re-start it manually.
If that dosen't work, start the new task "control.exe" to bring up Control Panel. Then, select the Task Bar and Start Menu icon. Check or uncheck the "Lock the taskbar" option, click Apply. Then either uncheck or check it, depending on what you first did - and click Apply.

I don't get it I double-clicked the Icon like a thousand times and nothing changed.

Try starting your computer in safe mode it should come up then.

Just a thought... have you perhaps made the Start Bar so narrow you are unable to see it? Try moving your mouse around the side of the screen where it usually sits - if you see a double headed arrow try dragging it out.

To go into System Restore, click Start > All Programs > Accessories > System Tools > System Restore.

Have you tried this?
Go to the bottom of your screen. Your cursor should turn into a vertical arrow pointing in both directions. Click, then drag up. The taskbar and start menu should back.
