Default Win98

One of my friends have a old computer that still has windows 98 system on it and he asked me to have a look at the thing... Now the problem is that the thing only comes on in safe mode cause there seems to be a problem with its system.ini... I dont wanna put xp on though. I jus wanna fix the 98 system... Anyone know how to help?

Boot via a floppy drive or restore the system to an earlier point of time.
