Let me ask a few questions to make sure I understand the question.
1) Do you plan on a single desktop background for multiple users?
2) Do these multiple users already have local machine accounts?
3) Do you plan on using roaming profiles?
4) If Yes to 2, do you want to force an image on every local user?

The steps are easy enough.
1) Copy the image you want to the Windows directory (C:\Windows).
2) Create an account (user) (call it configurator or something you can recognize).
3) Log in as the account user in 2 above. Set the system how you want (Themes (colors, sounds, appearance), Background, Fonts, Home Page, Favorites, start panel/menu, power, screensaver).
4) Restart and log in as a local administrator.
5) Right-click on My-Computer and chose Properties.
6) Click on the tab for ADVANCED, and the button labeled SETTINGS in the USER PROFILE section.
7) Select the Configurator account/profile (the one you set up).
8) Click the COPY TO button, and enter "C:\Documents and Settings\Default User".
9) Click the OK button, to overwrite the current profile.

This will set those settings for all NEW users
To force these settings on current users replace 8 above with this
8) Click the COPY TO button, and enter "C:\Documents and Settings\All Users".

If you want to do both, relabel the 2nd 8 to 10) and copy it to both default user and all users.

Apply/OK/Close your way out of the dialog boxes.

For roaming profiles, copy over the Default User and All Users to the network location which contains the proper profiles.

Don't forget to Disable the Configurator user/account to maintain system security. You can re-enable the account and make your changes, then copy the profile again.
