I too have used the Vista since Beta. And even using the XP compatibility mode, various LOB applications we use still won't work. This too, is the fault of the software vendor. I did state that memory makes a HUGE difference with Vista (and any OS, really). However, I have noticed that our test machines do start up slower with vista on our domain than the XP machines (We use Vista Enterprise and plenty of hardware for the OS). There could be various reasons including the differences in the Active Directory and Vista, but this SHOULD be minor. A stand alone machine should not have the problems with slow boot times unless the OS is overpowering the hardware (including minimal RAM).
Again, RAM is much cheaper than buying an OS and can yield surprising results. I stated this a few times.

That would be a good argument if I didnt have a intel quad core processor and 4gb of ram and a pci express nvidia graphics card with 256mb of ddr3 memory I have used Vista it sucks and until someone gives me some good reasons why it doesnt you arent going to change my mind or all the other people who don't like it. XP was a good MS OS

I understand all of this about how much RAM is needed and processing speed, but back to my original question, my brother has ample RAM (2 gigs) and ample processor (AMD Turion 64 X2 Mobile Technology TL-64), why would it be booting so slow everytime, even the first couple of times when nothing had been loaded on it.

You may also (OP) want to try patching the OS. MS released yesterday several patches, one of which speeds up startup. These are available now for download/use.
Microsoft updates Vista's speed, stability, again

well it runs fine on my computers at work with 2 intel core 2 extreme quads and even my X2 4600+ here

xp is a good os... and vista i think may shape up to be one also ... it just needs to be changed
