Right thanks for reading, if i redesign a Linux distribution i.e change flash screen, colours, etc. will it become a separate distribution that i could then offer to the public?

As long as you do it in accordance with the license that the distro came with [probably the GPL] then yes, you can.

so it would become a separate distribution, i have also been told that it wouldn't because all i am doing is modifying the desktop environment so does that mean it isn't a separate distribution?

It's not really a seperate distribution, more like a fork of one. However you can release it.

Yes, you may do so - as long as you comply with the licenses of the base product and anything you include with it.
