What exactly do you need to be able to do? This would help so we can advise the best software to suit your needs.

I want to change the pitch, the volume of certain parts of a music track. Drag and drop, if possible, parts of the music (say drop the first few bars near the end).
Or record over some parts with a different song.

I just want to know of any software that will help me edit any music tracks?

Mainly so that i can have a play around with them and find one that suits me.

You might want to give Audacity a try.

There's also a nice multi-tracker called Kristal, I'm pretty sure it does everything you want. Check it out here

If you can afford it... look into Sony CD Architect and Sound Forge 8. I use them to make my music cds and love it!

As the saying goes... you get what you pay for.
