Default Desktop Menu?

I heard about this from another forum but any ways does any one know how to or if its even possible to make all your desktop icons into a drop down menu of some kind? if so can you tell me?

Exclamation Drop-down desktop icons

Yes, I've herd of it and have done it. It's effects are cool looking, but it's nothing I would recommend for any computer that is connected to the Internet.

It requires allowing HTML apps control of your desktop, in additon to actively running Javascript. That in itself is a security risk, if the PC has access to the Internet or an Intranet. Who would want to have their desktop hijacked?
