There are many, many sites out there that will give you your external IP, such as the one Ultra Man suggested. My personal favorite is IP Chicken - What is my IP? Find Your IP Address! as it's easy to remember.

I have always used the simple way of run-cmd-ipconfig, then it shows you it simply.

It depends on whether you're looking for the internal or external IP address. If you're looking for the external IP address and you're behind a router then using ipconfig will not tell you what you need to know. I use WhatIsMyIP.com.
