I'm having trouble understanding what you want to do here. Could you explain in more detail? By a "Shortcut to Internet Favourites" on your desktop do you mean icons that when double-clicked open websites?

| Open one window of IE and maximize it. Open a second one and maximize it as well (or stretch them to as big as you'd like them). Close the first one you opened first, then the second. Now any window you open with IE should open maximized. This will change when you click on a link in a webpage that opens a new window at a defined size (or if you change the viewing size of the IE windows), but you can just repeat this process again.
