Default Turning on and off...

Just curious, what would cause a computer to make strange whirring noises and turn on and off repeatedly without touching it? My old computer would do this after just plugging it in. It would turn on for a few seconds, then shut off automatically, then switch on by itself for a few seconds, and the process would repeat forever unless I unplugged it. I checked the fans to try and locate the whirring noise and it was coming from my GeForce 2 graphics card. The fan was still working, as well as the other two fans in there (power supply and motherboard). I had a friend who's really good with computers to look at it and he couldn't figure out what was wrong. I don't think it could have been a virus because it seemed like a hardware issue. I'm not using the computer anymore, as it has turned into a place to set drinks on (lol). The only reason I'm keeping it around is because I want to salvage some important documents off the hard drive. If anyone knows what might be wrong, let me know. I probably won't be fixing it if I have to spend more than $100 on it, but it would be nice to at least know what's wrong with it.

It's either the motherboard, PSU or maybe the video card [doubtful].

Either way, try unplugging all non-vital components [i.e video card, hard drives, optical drives] and see if instead of going on and off, it makes any beeping noises.

Try removing anything that you have added recently such as the video card if it is a recent add on - It could be bad or not but atleast you can start somewhere simple and see if it functions without it.

Possible under-rated PSU. You might need more "juice". Check MOBO.
