Default having problems with fsb

hey all

im new here, and im kinda havin some problems with my pc. i just ordered a new motherboard that says it runs fsb of 800mhz (msi k9mm-v), a amd x2 6000+ processor that can also run at 800mhz, and ocz2 dual channel ddr2 2gigs that can also run at 800mhz. I already had a nvidia 7800gs oc in my old comp so no need to buy a new one. The problem is everything in my computer is running at 400mhz even though i have set up my ram for 800 its being pulled back, and im pretty sure it is my motherboard. my bios doesnt allow me to set the processor any higher then 214 (or it wont run at all) overclocked which is 428mhz fsb at 3.2 ghz. but im just wonderin why i cant run my processor at 800 flat. I know this probably has to do with ratios and all that stuff, right now im running 15x being the ratio that the processor came with. but there is no way for me to change the ratio in my bios. so if you know any programs i could use to further the limit that my bios is giving me that could help too. im just a bit confused. I dont have that much knowlege in the whole overclocking world but some help could really be useful
