Default CD ROM DRIVE Failing?

hey, im having problems with my CD ROM DRIVE its a all in one kinda drive and recently its been giving me a hard time. it completley stopped working and the computer said it wasnt recieving a signal from it, or that it wont turn on. yet the drive opens and closes so it isnt a power issue. so i looked this up on google and found somthing about using a software called REGEDIT.EXE or registry editor. where it wanted me to find a file, and delete it. it was a Upper/Lower filters file located on the drive itself. then it says to restart my copmputer. but if i want to restart my computer again after that sometime later, the lower/upper filters file comes back. and it's getting annoying having to delete the file then restart my computer. on top of that i have to reinstall itunes everytime (which is the only program i use the Drive for at the time). Is there anything i can do to completley remove the file? ive tried unisntalling the drive aswell. nothing seems to work. all i can think of is to buy a new drive. and if im gonna do that i may as well get a new computer, cause i need more ram and possibly a video card. so i think it might be easier just to buy a new computer, so if u can help me fix my drive then id appreciate it.
