Did you make sure to check the bios and select "onboard video" or some choice like that if you're not using a separate graphics card? Or deselect onboard video if you've got a separate graphics card. It could be that simple. However, the motherboard could be damaged as well--does the mobo beep in ways unusual to most times you've heard the beep? It could be due to many things--not all of the power connectors are attached properly (like the P4 power connector on newer motherboards--which means you'll have to have a proper power supply), or a card/ram isn't seated properly. Or perhaps the CPU fan isn't plugged into the right port on the motherboard--some motherboards won't allow you to power on the CPU if it does not sense that a fan is plugged into the CPU fan slot. It could be a lot of things so please specify what you've tried and anything that seems out of the ordinary.

Check seating of all RAM and cards--remove and re-seat everything, and also make sure that the cable to the monitor is plugged in on both ends--to the VGA slot and to the back of the monitor (embarrassingly enough that happened to me, and I practically tore the computer apart trying to figure out what was wrong). So try to help us out a bit more with some more detailed info.

I have a Intel Celeron Processor in it but it calls for a Intel Pentium 4 would this effect it, I think I have everything pluged in the right places and It not making a beeping noises. My power supply is from a older computer.

The P48XE SE motherboard uses the Intel 865P chipset, which is a Pentium 4 chipset, meaning that it's a P4 motherboard (probably what the P4 means in the model number...). If it's a P4 motherboard (which it appears to be after looking at the specs on the ASUS website), only a P4 CPU will work with it--just because the celeron you might have is the same socket won't mean it will work. That's the problem. You need the right processor for the motherboard (or vice versa).

Regarding the power supply--for a P4 system and above and equivalent AMD systems (AMD Athlons and above I think), you need a power supply that also has the P4 connector for the motherboard--a 4-pin power connector that plugs into the motherboard in addition to the regular 20-pin (or 24-pin) motherboard connector--because the CPU requires a bit more power than the old 20 or 24 pin connectors could deliver. Without it, even if you had the right processor, the computer won't turn on.

Get what and try it? Just to clarify, if you want to use that motherboard, you'll have to have a Pentium 4 Prescott core CPU (specifically a Prescott core--not a different core) AND a P4 compatible power supply--both, not just one or the other. Well, you'll need to get the right RAM too--I'm assuming you have that already. Hope it all works out. I think the P4 Prescott core CPU's are quite affordable now--they're not very popular because they ran very hot and were quite inefficient--which means you'll have to use the correct heat sink/fan for the CPU. Generally this will come with the CPU if it's an boxed-OEM version from the manufacturer. Check Lower prices on computers, laptops, mp3 players, motherboards, computer parts and electronics - Pricewatch.com under the CPU section--I saw some P4 Prescotts for quite cheap--2.8 GHz for ~$65 on newegg.

Any new PSU should work just fine--get a decent brand because low quality brands can take out components if they go bad.

Also, I'm not sure if throwing your celeron in that motherboard may have damaged it--you might want to check on that.
