block .exe files

i got a problem with this one pop up type program its not from being on the internet i think i got it from downloading some thing the process is "iscqqam.exe" i want to know how to block .exes from running theses pop up type things use 40-60mb ram and when they open i set the priority to low and end process tree and it doesnt come up untill i turn my pc on
