It's been a while since I used Lilo. I'd recommend using Grub, I've used it much longer. Do some looking.

Additionally, maybe a moderator can move this to the Linux category for you.

what Distro are you using? Which other OS (i assume windows)

You can start here: GNU GRUB - Wikipedia, the free encyclopedia
Get some reading done, to learn about it, and other boot loaders.
I was curious about which linux distro you used, because that will tell if you have access to Lilo and grub, or any other boot loader.

Read the part about the installation, you may find that the option to boot from floppy, USB, or optical device could be very handy

Also, hopefully, the next generation of Grub will be released... It's still in development, which could take who knows how long. It's nice to know they are not just adding to grub, but building from the ground up.

Anyway, yes, it can be confusing, but it's managable. I've mostly used it installed on my Hard drive, as part of a Mandriva install. I found Grub to be easier to use and reconfigure (as I added or changed OS').

It usually has an install option while you are installing linux. I don't know which boot loader Ubuntu uses, but i feel strongly that it will include a boot loader in the setup of the OS. It helps if the other OS is already installed and running so the installer can auto detect the need for the boot loader.

If you have a bootable image, then yes, there are utilities that can make flash drives bootable. Also, you will need to have a BIOS that supports booting from USB (most do anymore, some older ones (5 yrs or more) don't).
Here are some links:

it will be nice when you are away from home, and don't know if you can trust the data on someone else's machine. you can boot your own OS, and have less worry about being infected by malware (especially if you boot into linux on a windows machine)
