I would love to help, but I am not sure what you are talking about.

If you click IE via START tab or bottom bar icon, it will not create a new tab. But it will open a new window of Internet explorer instead.

But if you are properly connected, when you start IE, it should go to your home page, not connection failed. Can you give more informations ?

Have you tried to use other browser instead, such as firefox ?

The best advice I can give is dump internet explorer and go for firefox. that might fix the problem.
