Default can usb sockets just stop working?

on my laptop, i have 3 usb sockets, my mouse is in one, never comes out and is working fine, yesterday i tried to plug my scanner into another usb socket, (ok this is hard to explain in words.... usually when i plug something into the usb socket i hear 2 little sounds, one low then high... (think of an abulance siren in reverse .. instead of nee nor, nor nee) okay i know ur probably laughing hysterically at me now, but that sound is important! it means that the pc has picked up that there is hardware present) well i didnt hear the right sound when i plugged it in, (i heard the notes the same pitch , as if the sound had "got stuck" on its way out of the speaker! (i know i sound like an insane person!) and the computer didnt detect that there was anything in the socket. so i tried plugging my mouse into another socket and its fine, does anyone know why the scanner (oh i tried it with my digital camera too and the same thing happened) arent being picked up??

thanks (i know my descriptive skills arent the best but its the best i could do!!those sounds are important!!)

Don't worry, you don't sound insane - and I understand what you're saying.

Would you be able to try the scanner and digital camera in another computer at all? I think that there may be a driver conflict between the two but I am not sure. Let us know if they both work in another computer, so we can be sure that it isn't a problem with the device itself.
