That's because you are pressing the scroll weel down if that happens just left click and it will stop. To stop this happening put your finger lightly onto the weel and move your finger forward or backwards and the page will scroll down.

This is the Autoscroll feature and it works in most applications. As Reece has said, pressing in the scroll wheel activates, and gently moving your mouse controls which way the page scrolls. Some people find it useful, others find it annoying. But to stop it happening, just be light with the scroll wheel. You don't need to press down, just gently move it in the direction you want to scroll.

nope, i dont think you guys understand what i mean...yes, when you presss down the wheel, that circle will pop up with some triangles. im not pressing it down, it just keeps scrolling down the page, even when im not pressing the button, but just "lightly rolling the wheel", it does that, as if i was pressing the wheel. i dunno, its messed up. ive never had this happen before after ive downloaded a new version

Try an older version of IE, as it could be that your mouse is conflicting with the new version somehow. Also, try Firefox - it's free and more secure than Internet Explorer:

IE7 is slower than IE6 as well. Firefox is better.

Just a thought, i don't know what mouse your using but mine did the same thing your talking about, so i went into my mouse properties and adjusted the scroll speed this solved my problem. You might want to even adjust some of your other settings as well depending on what mouse you're using. Hope this helps.

Arrow Instructions

colt1911 (post below) is absolutely correct.

Instructions:
Open your Control Panel. Double click Mouse. A new windows will open for Mouse Properties. Select the Wheel tab. There, you can change The Number Of Lines the window scrolls.

Summary: Control Panel > Mouse > Properties > Wheel tab

The default option is 3.
