Well, the error message says something like:

The computer has detected new hardware installation, but has run into some sort of problem. Remove the hardware and try again
something along those lines
with of course the "Memory_Management" Error. Under all that is:

STOP: 0x0000001a (0x00041284, 0xDD371001, 0c000009B1, 0xC0C00000)

So, I just swapped out the HDD, and the computer worked fine, and so I put the old one back in and it's now letting me format it and install windows.
So, if the HDD works this time, does it mean that it will continue to periodically get this error until it just dies?
