It's very likely the taskbar is just at the very bottom of the screen - just to verify that everything else is fine - press CTRL+Esc [or the Windows Logo key, if your keyboard has one]. If the start menu appears, then move your mouse to the very bottom of your screen, hold down the left button [or right if your mouse is in a left-handed configuration] and drag the taskbar up. It may take a few tries, when you see an arrow cursor your mouse is over the right spot.
